New CIICA Members: Horizon Welfare, China

Horizon Welfare Service Center is a non-profit organization co-founded by Professor Yin Li, a renowned audiologist in China, and Mr. Li Chu, a compassionate entrepreneur and philanthropist. The center is dedicated to supporting individuals with disabilities and providing complementary services for Horizon focuses particularly on the empowerment of people with hearing loss. Its core services include professional rehabilitation (covering areas such as speech and psychological support), skills training, career planning, and employment or entrepreneurship counseling—helping individuals rebuild confidence and reintegrate into society.

The center also organizes community hearing screenings and volunteer programs, while collecting and analyzing data to improve elderly care systems. Additionally, it actively supports hearing science research and the application of clinical findings. To date, Horizon has partnered with Nurotron to provide personalized rehabilitation services for nearly 20,000 cochlear implant users. Horizon has established a strong project and volunteer service team. Its expert committee consists of specialists in audiology, psychology, and rehabilitation, and its volunteer and implementation teams include experienced public service professionals. The center also collaborates with institutions such as the Jiangxin Legacy Fund under the Zhejiang Philanthropy Foundation and Zhejiang Vocational College of Special Education to 1 provide systematic, long-term consulting and training services for people with disabilities, especially those with hearing loss.

Located in Yuhang District, Hangzhou, Horizon covers 320 square meters and includes facilities such as a professional hearing test room, hearing aid fitting room, rehabilitation training classrooms, expert consultation rooms, a music room, children’s play area, handicraft studio, and a cultural and wellness center. It has also established a “Peer Support and Empowerment Hub for post-lingual deaf Adults,” offering a supportive and inclusive space for recovery and growth. Anchored in the values of equality, inclusion, and accessibility, Horizon will continue to join hands with diverse sectors of society to design and implement public service programs that meet the needs of different groups—ensuring that every participant can experience the world’s beauty with love, dignity, and belonging.
